Narcotics and psychoactive drugs are among highly abused and highly regulated substances under controlled substances regulations. To protect the public health and safety by preventing diversion and abuse of controlled substances without prohibiting their appropriate and effective use, regulation of such is required. The purpose of this study was to describe substance abuse and to critically review the regulations regarding to manufacturing and import-export of controlled substances.
